Property Management Senior Staff

TANYA DAYE-HOLT / Regional Property Manager
Tanya Daye-Holt joined the CTG in 1993 as an Accountant. During her tenure with the CTG, she has served in the capacity of Property Servicer, Trainer and Property Manager. Prior to joining the CTG, Ms. Holt worked in the senior housing industry. Ms. Holt has been involved in multifamily property management and accounting since 1989.

Currently Ms. Holt is responsible for the management of seventeen properties totaling 2,735 units located in the District of Columbia, Virginia and Maryland. Additionally, Ms. Holt supervises two regional property managers. During her tenure as a Property Manager Ms. Holt has become well versed in the HUD REAC and Annual Management and Occupancy Review (MOR) process and was a principal contributor to the company's REAC and MOR Training and Policies and Procedures Handbooks. Ms. Holt's properties have been highly complemented by various program Inspectors. One of her properties achieved a REAC score of 99a and none have earned less than an 84. Her MOR scores are consistently Superior or Above Average.

Ms. Holt attended the accounting program at Hampton University. Ms. Holt possesses a great deal of knowledge about the U.S. Department of Housing & Urban Development Section 8 program and their procedures. Ms. Holt is also well versed in the intricacies of the Low-Income Housing Tax Credit program and is a Certified Compliance Professional (C3P), a National Compliance Professional (NCP) and holds both Certified Occupancy Specialist (COS) and Site Based Budget Specialist (SBBS) certifications from the National Center for Housing Management.

FRED KILLIAN / Regional Property Manager
Fred Killian is currently responsible for the management of properties in the District of Columbia, Virginia, and North Carolina all of which are regulated under LIHTC, HUD Section 8 and insurance programs. He also serves as an advisor regarding construction-related matters for properties within the portfolio as well as for prospective acquisitions by corporate clients.

Mr. Killian joined the CTG in 1994 as supervisor of maintenance and purchasing. He successfully completed the recovery of a distressed 370 unit complex which included 200-unit rehabilitation for the Federal Home Loan Mortgage Corporation. He came to the CTG with ten years experience in residential construction management and project management. In his role as consultant in construction related matters, Mr. Killian advises developers on any number of issues from long lasting inexpensive interior and exterior finishes to interactive security and CCTV systems. Mr. Killian is also responsible for coordination of landscape design, concrete and paving to address the specific needs for affordable and market rate properties.

KAREN FLETCHER / Regional Property Manager
Karen Fletcher joined the CTG Associates in November, 2001, bringing 14 years of experience in property management of both luxury and affordable multifamily housing with her. Karen's experience in subsidy programs, fair housing, grant writing, landlord tenant law, major renovations, historic and new construction and training contributes a great deal of added value to the CTG Team. She currently oversees properties throughout Florida and in Pittsburgh, PA. Prior to joining CTG, Karen was a Regional Property Manger with AIMCO where she supervised operational and financial activities for 28 subsidized properties, employing 66 site staff. Karen prepared grants which yielded $450,000 toward physical improvements and additional security at two communities.

While at AIMCO Karen was also involved with troubleshooting operational issues, emergency marketing, property auditing, staff evaluation, training of property managers and on-site staff, systems analysis, maximizing marketability while increasing efficiency and cost control. Additional responsibilities included investor reports, budgets, computer training, leasing, fair housing, marketing, Section 8, Bond and Tax Credit training, property take-over and sale workouts. Prior to being employed with AIMCO, Karen held positions with Tesco Properties and Burns Management. Karen attended Embry Riddle University in Daytona Beach, Florida and holds both the COS and CPO professional designations.

CHRISTOPHER WOOD / Regional Property Manager
Christopher Wood joined the CTG team as a property manager in 2005 and primarily to oversees properties in the Baltimore Washington corridor. He graduated from the University of California at Los Angeles with Bachelor of Arts degrees in English and Economics (as well as a minor in Spanish) in 1990. He also served as a volunteer for the Los Angeles chapter of Habitat for Humanity, building affordable homes for low income families.

After graduating from law school, Mr. Wood joined the tax department in the Baltimore office of the big six accounting firm Coopers & Lybrand, performing legal research and preparing tax returns for individuals, trusts, tax-exempt entities, partnerships, and both large and small corporations. While working with the local Baltimore tax practice, he renewed his relationship with Habitat for Humanity, assisting with the renovation of abandoned row homes in the financially distressed Sandtown neighborhood of Baltimore City.

After two years of service with the local C&L office, C&L's merger with the accounting firm of Price Waterhouse afforded him the opportunity to transfer to a growing national tax projects team that focused on tax issues associated with building construction and renovation projects performed by large corporations throughout the country. Mr. Wood served as a project manager on Price Waterhouse Coopers' national Tax Projects Delivery Team (TPDG) for five years before leveraging his experience to pursue a two-year rotation in PWC's National Tax Office. His position with PWC's Tax Think Tank in the National Tax Office involved intensive research and writing on a variety of business tax issues and allowed him to pursue an advanced L.L.M. legal degree. Mr. Wood obtained his L.L.M. degree from the Georgetown University School of Law in 2004.

TASHA ETIENNE / Regional Property Manager
Tasha Etienne joined the CT Group in 2007 as a property accountant. Since then Tasha has held the positions of Assistant to the Controller and most recently Assistant Regional Property Manager. She currently oversees properties in Washington, DC and Baltimore, MD which are regulated under the Low Income Housing Tax Credit (LIHTC) program, HUD Section 8, and Market programs under the direction of Tanya Holt. Tasha attended University of Maryland University College, where she majored in Accounting with a minor in Information Technology. She currently holds Assisted Housing Manager (AHM), Certified Apartment Portfolio Supervisor (CAPS), Tax Credit Specialist (TCS) and MOR Specialist (MORS) certifications.

DARCY FOURNIER / Regional Property Manager
Mr. Fournier joined the CT Group in 2019. Mr. Fournier is a seasoned Property Management Executive with experience in managing class A, B, C and distressed properties that include mixed use, senior, LIHTC, and HUD. He is also a certified REAC inspector. Mr. Fournier started his career in affordable housing as a maintenance technician and advanced through various positions to his current level of Regional Manager. Prior to joining CT Darcy was with Allied Properties for thirteen years. Mr. Fournier also worked at AIMCO and Avalon Property Management.

KATHLEEN STROM / Regional Property Manager
Ms. Strom joined the CT Group in 2020 as Regional Manager in Kentucky and Pennsylvania. Ms. Strom is passionate about providing best in class housing that contributes to thriving neighborhoods. She has a unique skill set informed by twenty-two years of industry experience including leadership roles within market rate and affordable realms of property management, development, construction and asset management.

Ms. Strom previously served as a Senior Asset Manager for Hudson Housing Capital, were she had oversight responsibilities for 70+ assets including construction, capital funding, cost certification and 8609 deliveries, lease up, operating performance, risk rating, compliance, risk management, investor reporting, and investor relations. Prior to her work at Hudson, Ms. Strom served as a Regional Director of Operations for The Community Builders where she was responsible for assets in the Mid-West region including operating performance, human resources, compliance, risk management, reporting, stakeholder communication and management. She participated in strategic planning and standard operating policy creation. Notably, Ms. Strom was responsible for the repositioning performance that allowed for over $5 million in reinvestment on a LIHTC/Hope VI project that was in mortgage default and subsequent foreclosure; she was integrally involved in restructure discussions and work outs with partners preserving 686 units of affordable housing in downtown Cincinnati, Ohio.

MARY GAITER FITTS / Assistant Property Manager
Mary Fitts joined the CTG in 1993 as a Assistant Property Manager in South Florida. Ms. Fitts has been involved in multifamily property management since 1991. During her tenure with the CTG, she has had primary responsibility for more than fifteen complexes totaling more than 1,750 units. She is currently based in Washington, DC.

Prior to 1993, Ms. Fitts worked with Tacolcy Property Management, Inc. (a former joint venture partner with the CTG) in the capacity of Property Manager where she was responsible for the daily operation of seven complexes containing 648 units. Ms. Fitts is very knowledgeable about the U.S. Department of Housing & Urban Development Section 8 program and their procedures. Ms. Fitts is also well versed in the intricacies of the well as the Low-Income Housing Tax Credit, HOME, SHIP and SAIL programs.

Before entering property management Ms. Fitts worked with the Miami Dade Chamber of Commerce and the American Express Company in Marketing and Business Management. Ms. Fitts graduated from Bethune Cookman College with a degree in Business Administration.

PATRICIA BAYLOCK / Assistant Property Manager
Patricia A. Baylock joined the CT Group in 2006 as a Property Manager. She has successfully completed industry courses in the areas of Fair Housing, Low Income Housing Tax Credits, and is a nationally recognized Certification Occupancy Specialist.

Ms. Baylock is currently responsible for managing and overseeing three properties totaling 1053 units in the Washington, DC area. As part of her oversight, she has also been involved in relocation of residents during property renovations.

While attending Loop College in Chicago Illinois, Ms. Baylock majored in Business with an emphasis in Accounting. She started her property management career in 1991 and possesses a wealth of experience in conventional properties as well as assisted hosuing and Tax Credit. All of her properties have consistently passed their Federal Management and Occupancy Reviews (MORs).
